SALARY: $63,585.60/year

HOURS: Monday through Thursday 40-hour work week. Required to work outside normal business hours as needed to fulfill duties of position.

SUMMARY

As part of the leadership of Amarillo Public Health, this position performs Public Health Emergency Preparedness (PHEP) activities for the Amarillo Area Public Health District focusing on public health/bioterrorism preparedness and response related emergency plan development and program coordination working with internal and external partners.

ESSENTIAL RESPONSIBILITIES

·       Reviews public health/bioterrorism grant contract and establishes internal work plans to meet all contractual deliverables and deadlines.

·       Prepares and submits annual PHEP grant materials, including the detailed budget and all mandated supporting documentation.

·       Monitors progress for PHEP contract requirements and prepares plans and reports mandated by the contract.

·       Coordinates grant activities: planning, training, exercising, budgeting, and reporting.

·       Reviews financial statements and reports for the PHEP program to ensure the program operates within its approved budget.

·       Collaborates with community PHEP partners and stakeholders as needed.

·       Coordinates activities with Texas Department of State Health Services for public health preparedness program development, implementation, and continued cooperation with state and local Emergency Management officials.

·       Collaborates and coordinates the development, maintenance, and revision of all public health/bioterrorism preparedness and response related emergency plans such as: all Public Health components of the City of Amarillo Emergency Operations Plan including appropriate ESFs and appendices to Emergency Operations Plan (smallpox, SARS, SNS, Pandemic Influenza, etc.); all Department of Public Health internal plans and standard operating guidelines; and all Department of Public Health Policies and Procedures regarding Public Health Emergency Preparedness.

·       Collaborates and coordinates with DSHS and community partners regarding the Strategic National Stockpile (SNS) plans, use and training activities.

·       Acts as a Public Health liaison with community agencies regarding the planning, exercises, and responses to public health threats.

·       Responsible for working with the USPS to coordinate Biological Detection System response activities.

·       Coordinates, supervises, and supports response efforts, as directed, in City of Amarillo all-hazards responses.

·       Responsible for updates regarding both the PHEP and the SNS programs, for program evaluation and provide copies of all relevant plans, reports and other materials mandated by the DSHS evaluation tools.

·       Attends or sends designee to contractually mandated PHEP meetings in Austin, Texas, as well as any other meetings associated with PHEP contracts.

·       Serves as, or designates within program, a Safety Officer for Amarillo Public Health who coordinates safety activities, meetings, and planning for the department and participates in city wide safety meetings.

·       As the Safety Officer oversees and submits the annual chemical inventory report.

·       Monitors communicable disease surveillance within Potter and Randall Counties to rapidly detect and address disease outbreaks, including Bioterrorism events.

·       Supervises the Public Health Emergency Preparedness Staff.

·       Provides data for statistics reports and assists with the Community Health Assessment.

·       Represents Amarillo Public Health on community committees and outreach activities.

·       Develops effective relationships and networks of communication with local and regional emergency preparedness partners.

·       Research preparedness activities and attend trainings and meetings locally, regionally, and statewide as necessary.

·       Accounts for and manages the City property assigned to the department and participates in inventories.

·       Participates in Public Health Emergency Preparedness and Response activities.

·       Performs other job-related duties as assigned.

 

MINIMUM REQUIREMENTS

Requires a bachelor’s degree and a minimum of two years’ experience in a leadership role or medical field. Certificates for ICS 100, 200, 300, 400, 700 and 800 preferred but can be acquired after employment. Valid Texas Driver’s License and reliable transportation with proof of current insurance is required.

 

KNOWLEDGE, SKILLS, AND ABILITIES

·       Knowledge of the HIPAA Privacy Act.

·       Knowledge of the design and presentation of training programs.

·       Strong verbal and written communication skills.

·       Skills to use a computer with Microsoft Office for data entry, word processing and accounting purposes.

·       Skills to operate small office equipment, including a multi-function copy machine, fax machine and multi-line telephone systems.

·       Ability to work with a culturally diverse population.

·       Ability to handle confidential information in an appropriate manner.

·       Ability to travel out of town for trainings and seminars.

·       Ability to work an after-hours schedule as required.

·       Ability to drive to off-site locations for meetings within Potter and Randall counties.

·       Ability to quickly change focus and priorities to address competing priorities, as necessary.

·       Ability to establish and maintain effective working relationships with employees, other agencies and the public.

WORK ENVIRONMENT

Most work is performed in a safe and secure indoor work environment that may periodically have unpredicted requirements or demands.  Work may be required to be performed in a clinical/field setting with likely exposure to communicable disease. Duties may require work to be performed outdoors in all types of weather conditions. Driving to off-site locations including patient homes, investigation sites and meeting sites is required. Regional and statewide travel will be required. High stress may be encountered during emergency response operations.
