Job Description
INTERIM PROJECT MANAGER – PROCESS ORGANISATION & GOVERNANCE Working in Rotterdam, you will help shape how Van Oord manages its processes across the organisation of approximately 6,500 employees. You will establish a permanent process-management organisation that works alongside the existing line organisation. Your work will connect people, processes and responsibilities, guide practical organisational change and create lasting improvements that continue long after the programme ends. THE ASSIGNMENT Van Oord is developing its management system through VOMS 2.0, covering both functional/departmental and end-to-end (E2E) processes. To make this successful, we need more than a clear process organisation structure. We need an organisation where people understand their responsibilities and take ownership of their processes. As Interim Project Manager Process Organisation & Governance, you will lead Workstream 1 and set up the permanent process-management matrix organisation, integrating it with existing line management. You will combine structured project delivery with hands-on organisational transformation and change management. You will work closely with other workstream leads and senior stakeholders to turn the target model into everyday practice, building a process organisation that can operate and improve independently. YOUR IMPACT You will design and establish the organisation behind effective process management. This means defining roles, responsibilities and decision-making authority across functional/departmental and E2E processes, while clarifying how process roles interact with line management. You will establish governance that makes ownership clear and integrates process performance into everyday management. But a model only creates value when people use it. That is why you will work with managers and process role holders to turn the design into practical behaviour. With your project team, specialist trainer and two dedicated process-management coaches, you will support implementation and help teams learn from real situations. Your impact will be visible in how Van Oord manages and continuously improves its processes. You will make this happen by: Designing the permanent process-management organisation and defining the responsibilities and mandates of E2E/Global Process Owners, Process Owners, Process Managers and Process Coordinators. Establishing clear decision rights, responsibilities, escalation routes and ways of working between the process-management matrix and existing line organisation, across departments and E2E processes. Developing the Process Management Playbook and establishing practical governance forums, performance indicators and review routines that become part of normal business operations. Guiding organisational change and adoption, supported by specialist training and two dedicated coaches, so managers and process role holders can confidently take ownership. Piloting the new way of working, learning from practice, supporting formal role appointments and embedding the organisation and routines into business as usual. You will lead Workstream 1 and manage its scope, planning, milestones, dependencies, risks and reporting, with a key business-launch milestone on 30 June 2027 and further embedding throughout 2027. The role combines approximately 50% project management with 50% organisational transformation and change leadership. You will work closely with the Programme Director VOMS 2.0, the QHSE Director and VOMS Owner, Simplify! director and E2E leadership, HR, business leaders and other workstream leads. You will build support across the organisation and influence stakeholders without relying on formal line authority. You will ensure that WS1 delivers the governance and role foundations needed by the wider VOMS 2.0 programme, while E2E process optimisation remains with Simplify!. YOUR WORKPLACE You will work within QHSE in Rotterdam and connect with colleagues and leaders across Van Oord. Your work will take you into different parts of the organisation, from senior leadership to operational teams. You will collaborate with functional and E2E Process Owners, line managers, HR and colleagues responsible for process architecture and the BPM platform. Together, you will shape a company-wide process organisation that connects the different parts of Van Oord. Van Oord works in a complex matrix organisation where collaboration and clear responsibilities are essential. Through VOMS 2.0, E2E process development and Simplify!, we are working towards a stronger and more effective way of managing our organisation. Your contribution will help make that change last. ABOUT YOU You combine strong project-management discipline with hands-on experience in organisational transformation. You understand how complex matrix organisations work and can design an operating model as well as implement it. You are comfortable challenging senior stakeholders and balancing different interests, while listening, coaching and supporting people through change. You bring structure to complex situations and know how to turn plans, role definitions and governance concepts into sustainable ways of working. You also bring: Proven experience in organisational transformation, operating-model design and implementing change in a complex matrix organisation. Good understanding of process governance and functional as well as end-to-end process management, including the interaction with line management. Practical experience in change leadership, organisational development, stakeholder adoption and enabling teams through coaching or training. Strong project or workstream management experience, including planning, milestone delivery, risk management and coordination across organisational boundaries. Strong communication, facilitation and negotiation skills, combined with a practical, pragmatic approach and the ability to work with senior leaders and operational teams. WE OFFER YOU You will have the opportunity to shape how Van Oord works together and manages its processes. Your contribution will help create an organisation that continues to improve long after the programme has finished. We offer you an hourly rate between EUR 130–150. INTERESTED? Interested?
