Methodology Manager, PACT
Key Skills
Job Description
We accelerate value chain transformation across key sectors and reshape the financial system to reward sustainable leadership and action through a lower cost of capital. Through the exchange of best practices, improving performance, accessing education, forming partnerships, and shaping the policy agenda, we drive progress in businesses and sharpen the accountability of their performance.
Job Overview
The Partnership for Carbon Transparency (PACT) enables accurate, consistent and comparable product-level emissions data across value chains and industries. PACT delivers a rigorous methodology aligned with major standards (GHG Protocol, ISO, the EU Product Environmental Footprint) and a technical specification to exchange product carbon footprint (PCF) data across software solutions. With more than 5,000 supply-chain actors and 65+ conformant solutions engaged, PACT is one of the world's largest product carbon data exchange networks.
The PACT Methodology provides a common baseline for calculating and exchanging PCFs, and must serve as a credible, practical core for interoperability across different carbon accounting approaches, sectors and use cases. The Methodology Manager ensures that it remains scientifically robust, aligned with evolving international standards and practical for implementation at scale, balancing methodological rigor with usability and implementation complexity.
As PACT evolves, the role also helps enable data from different methodologies to be exchanged and used for real business decisions, even where full methodological harmonization is neither feasible nor necessary, while preserving methodological integrity and fitness for use. The role combines technical expertise with pragmatic judgment, transparent governance and collaborative leadership across PACT's stakeholder ecosystem.
The role reports to PACT's Head of Strategy and Operations.
Key Responsibilities
Lead methodology governance and stakeholder collaboration
- Chair the PACT Methodology Working Group and its sub-groups, convening the right expertise and ensuring broad input across PACT's membership, including companies and suppliers with diverse needs and levels of maturity. Facilitate consensus, navigate competing interests and guide decisions toward the common good: a credible, practical methodology that serves PACT's core interoperability mission rather than individual stakeholder interests.
- Establish and continuously improve best-practice methodology governance, including transparent policies and processes for stakeholder consultation, conflicts of interest, technical review and change management. Maintain documented and publicly accessible records of methodological decisions, their rationale and version changes, while managing the methodology work programme, priorities, milestones and external contributors.
- Engage regularly with the technical experts of PACT's Technical Advisory Group (TAG), keeping them informed of methodological developments and ensuring their timely review and input on significant proposals and decisions.
- Ensure the PACT Methodology remains scientifically robust, consistent and practical for adoption at scale, balancing methodological rigor with data availability, implementation feasibility and business needs, while avoiding unnecessary complexity.
- Maintain strong alignment with relevant international standards, particularly ISO 14067 and the GHG Protocol Product Standard. Contribute to their ongoing development through relevant technical processes and reflect their evolution in PACT's methodology. Where PACT goes beyond or differs from these standards, ensure that material differences are transparently documented to preserve methodological clarity and interoperability.
- Lead the methodology roadmap, including data quality, verification and assurance, and biogenic and land-sector emissions. Own the drafting and editorial quality of all methodology documents and guidance, ensuring precise, unambiguous and consistent language that minimizes the risk of misinterpretation and supports reliable implementation. Address questions and implementation challenges through clear, documented methodological guidance.
- Support the Industry Alignment Forum, led by PACT's Head of Carbon Data, by assessing methodological differences across sector initiatives, product category rules and other accounting frameworks, and develop practical mappings and guidance for in-scope methodologies on where their data can be reused through PACT, what caveats or disclosure apply, and when translation, recalculation or new data sources is needed. Support implementation of agreed actions by bringing necessary changes through PACT's Methodology Working Group and collaborating with industry initiatives through their own technical working groups to advance alignment.
- Advance interoperability with broader carbon accounting approaches, including Scope 3 and corporate-level methodologies, carbon-intensity metrics and emerging accounting frameworks, identifying how these can connect with PACT's methodological core while preserving the integrity and meaning of the underlying data.
- Monitor evolving methodologies and requirements relating to circularity, market-based instruments and regulatory frameworks, including the EU Carbon Border Adjustment Mechanism (CBAM), Digital Product Passports (DPPs) and other emerging requirements. Identify where updates to the PACT Methodology or methodological safeguards are needed, and support their interoperability through PACT's digital exchange framework.
- Work closely with PACT's Head of Carbon Data, Technology Team and external methodology initiatives to specify methodological requirements and work with the Head of Carbon Data and technology team so they are expressed in the data model, machine readable exchange specifications, and conformance test, ensuring fidelity to the underlying methodologies and compatibility with PACT's core exchange framework.
- Provide methodological leadership to PACT's Use Case Forum, PCF Usability Model and implementation activities, supporting the development of practical solutions to business needs, including supplier-parameterized estimates (pre-PCF). Translate real-world implementation experience and pilot findings into methodological guidance and requirements, and advise PACT leadership on related strategic opportunities and challenges.
- Feed insights and requirements from digital implementation, business use cases and industry engagement back into the Methodology Working Group, ensuring that practical experience and evolving market needs continuously inform the improvement and evolution of the PACT Methodology.
Required
- At least 8 years of experience in product carbon footprinting, life cycle assessment or GHG accounting, including hands-on PCF calculation and deep understanding of product-level accounting principles, ISO 14067 and the GHG Protocol Product Standard.
- Demonstrated ability to apply pragmatic methodological judgment, balancing scientific rigor with data availability, usability, implementation feasibility and the needs of businesses and suppliers at different levels of maturity.
- Experience developing or maintaining methodologies, standards or technical guidance, including establishing sound governance processes for stakeholder consultation, transparent decision-making, documentation, version control and management of conflicts of interest.
- Strong facilitation and stakeholder-management skills, with experience convening diverse technical experts, navigating competing interests, building consensus and guiding multi-stakeholder groups toward decisions that serve shared objectives.
- Ability to assess differences between methodologies and accounting frameworks, develop practical approaches to alignment and mutual recognition, and determine implications for data quality, comparability and fitness for use.
- Excellent technical drafting and editorial skills, with the ability to produce clear, precise and unambiguous methodology documents and guidance that can be consistently interpreted and implemented by companies, assurance providers and software developers.
- Ability to work effectively with technical and digital experts to translate methodological requirements into implementable data specifications, and to communicate complex methodological issues clearly to both technical and business audiences.
- Strong project-management and organizational skills, with the ability to independently manage multiple workstreams, priorities and external contributors.
- Excellent written and spoken English; other languages an asset.
- Working knowledge of PACT Methodology V3 and experience with sector methodologies or initiatives such as Together for Sustainability, Catena-X or the Global Battery Alliance.
- Direct experience participating in international standard-setting processes, particularly GHG Protocol, ISO TC 207 or related technical committees.
- Familiarity with digital carbon-data exchange, data models, machine-readable specifications and conformance testing.
- Knowledge of verification and assurance, regulatory carbon-data requirements (including CBAM and Digital Product Passports), circularity, market-based instruments or emerging carbon accounting approaches.
