VOLT is developing the AI Gigafactory Rotterdam in Europoort, one of the most ambitious digital infrastructure projects in Europe and one of the 51 strategic investments in the Wennink report. You take full ownership of the development: energy infrastructure, spatial planning and permitting through design, construction, financing and launching customers, steering the project from development to FID and realisation Qualifications 15+ years of complex project development in datacenters, energy infrastructure, large-scale real estate or industrial development Full ownership across energy, permitting, design, construction, planning, budget and financing Track record bringing together governments, financiers, investors, energy and construction partners Experience taking projects through FID to realisation Strong network in Dutch and European infrastructure, energy and real estate Fluent in Dutch, spoken and written Strong project and program leadership skills, including experience managing complex, multi-stakeholder infrastructure or technology initiatives. Background in AI, cloud, data centers, or high-performance computing infrastructure is highly beneficial. Experience implementing project governance, performance metrics, and reporting structures for executive and client audiences. Prior leadership experience in an international or European context; familiarity with regulatory and sovereignty considerations is an advantage.

Core Responsibilities

Take full ownership of developing the AI Gigafactory Rotterdam, overseeing energy infrastructure, spatial planning, permitting, design, construction, financing, and customer launch. Steer the project from development through final investment decision (FID) and into realization, coordinating governments, financiers, investors, energy providers, and construction partners.

Requirements

Requires 15 or more years of complex project development in data centers, energy infrastructure, large-scale real estate, or industrial development, with end-to-end ownership and experience taking projects from FID to realization. Candidates should have a strong Dutch and European infrastructure network, fluent spoken and written Dutch, and leadership experience managing complex, multi-stakeholder initiatives; AI, cloud, high-performance computing, international experience, and regulatory or sovereignty familiarity are advantageous.
