Assessor - Workforce Compliance
Key Skills
Job Description
Location: Fully remote worldwide, with a preference for candidates based in the EMEA region;
candidates must be able and willing to work CET hours
Contract Type: One-year fixed-term contract
Working Hours: 40 hours per week, starting at 08:00 CET
Start Date: As soon as possible
About CEG
At CEG, we help clients manage complex workforce compliance challenges across Europe. Our
team ensures that subcontractors and workers meet all legal, tax, and labour requirements before
gaining access to high-profile construction projects. Using various digital compliance systems, we
provide accurate, efficient, and reliable compliance assessments.
About the Role
We are looking for a motivated, detail-focused Assessor to join our compliance team. If you have
global mobility experience, you may recognise workforce compliance as the other side of the same
process: global mobility helps organisations move people across borders, while workforce
compliance verifies that companies and workers meet the legal, tax and employment requirements
for working on a project. In this role, you will use WorkpassID (formerly Bouwpas), our current
workforce compliance system, to assess company and worker registrations for projects in the
Netherlands. Experience in immigration casework, document or identity verification, operational
or regulatory compliance, KYC/AML, legal operations or payroll may also provide a strong
foundation.
The position is fully dedicated to projects in the Netherlands. You do not need to be an expert in
every area from day one: structured training will help you build on your existing transferable skills
and develop your knowledge of Dutch workforce compliance.
This is a one-year fixed-term, 40-hour contract, with the possibility of extension and a potential
transition to a permanent role as client demand grows. You will report to a Senior Assessor.
Key Responsibilities
- Company assessments: Assess company registrations and supporting documentation for
projects in the Netherlands, covering chain liability, business risk, permanent
establishment risk, tax compliance, the Wet toelating terbeschikkingstelling van
arbeidskrachten (WTTA), and risks associated with short- and long-term cross-border
deployments. - Worker assessments: Assess worker registrations and supporting documentation,
including identity documents, right-to-work evidence, residence and work permits, social
security coverage and A1 certificates, as well as relevant payroll and tax records for cross-
border deployments. - Apply the relevant legal, tax and regulatory checks accurately to both company and worker
assessments. - Follow established assessment workflows to identify inconsistencies, missing evidence or
indicators of fraud. - Answer phone calls and respond clearly and professionally to queries from workers and
company points of contact, providing support throughout the registration and assessment
process. - Record evidence and decisions clearly, consistently and objectively.
- Periodically review company and worker assessments to confirm that records remain
accurate and complete and retain or archive assessments in line with established data-
retention procedures. - Maintain strict confidentiality and handle identity, immigration, payroll, tax and company
information securely in accordance with privacy, GDPR and internal data-handling
requirements. - Escalate high-risk, complex or unclear cases for further review.
Requirements
- Attention to detail: You can spot discrepancies, patterns and missing information in
documents, data and case records. This is the most important skill for the role. - Analytical problem-solving: You enjoy investigating information, applying rules and
reaching well-supported decisions. - Digital agility: You must be confident learning new digital tools, moving efficiently
between systems and adapting to changing online workflows. Experience with
WorkpassID (formerly Bouwpas) is an advantage, but full system training will be provided. - Willingness to learn: Previous knowledge of Dutch workforce compliance is not required.
You must be motivated and able to learn Dutch labour requirements, chain liability, EU
posted worker rules and relevant assessment frameworks through structured training. - Cross-border tax knowledge: A working understanding of corporate tax principles,
permanent establishment risk and the tax implications of cross-border workforce
deployment would be advantageous. - Relevant experience: Global mobility experience is especially relevant. Experience in
immigration, compliance, payroll, HR administration, legal operations or document
verification is also an advantage. - Communication skills: Clear, professional written and spoken communication is essential.
You must be confident answering the phone, explaining requirements and supporting
workers and company points of contact with their queries. Fluent Dutch and English are
required; proficiency in another European language is an advantage. - Independent, reliable and discreet: You can work securely and efficiently from home,
maintain confidentiality and follow privacy, GDPR, secure-handling and record-retention
procedures. - Required ELA certification: Before starting the position, candidates must pass the
European Labour Authority courses on posting of workers, social security coordination,
and posting by temporary work agencies, and provide the corresponding certificates.
Register and access the courses through the ELA E-learning Platform.
