Job Description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Compliance Officer (Regulatory Focus), E-Money & Payments based in Netherlands.

As a Compliance Officer specializing in e-money and payments regulation, you will play a key role in managing regulatory authorizations, safeguarding frameworks, and ongoing compliance obligations across European and UK markets. You will work closely with senior compliance leadership to prepare robust regulatory submissions, develop governance documentation, and ensure payment activities meet evolving legal and supervisory requirements. Operating at the intersection of fintech, cryptocurrency, and traditional payments, you will contribute to complex regulatory initiatives with significant business impact. You will take ownership of regulatory analysis, policy drafting, regulator correspondence, and the implementation of effective internal controls. In this remote-first environment, your expertise and written work will directly support regulatory engagement and the organization's ability to expand its payments capabilities. This opportunity is ideal for an experienced regulatory compliance professional who values autonomy, technical depth, and meaningful responsibility within an international fintech team.

Accountabilities
  • Lead European Economic Area (EEA) Electronic Money Institution (EMI) authorization workstreams, coordinating regulatory documentation, governance descriptions, internal control system narratives, policies, procedures, own funds documentation, and wind-down plans.

  • Manage UK EMI regulatory workstreams with the Financial Conduct Authority (FCA), including governance requirements, safeguarding arrangements, and relevant anti-money laundering governance documentation.

  • Develop, maintain, and oversee safeguarding frameworks across EEA and UK regulatory jurisdictions, ensuring appropriate safeguarding methodologies, fund segregation, reconciliation processes, supporting evidence, breach reporting, and audit readiness.

  • Support the implementation and ongoing compliance obligations associated with the existing EU Payment Institution authorization under the Payment Services Directive (PSD2).

  • Prepare and review regulatory submissions, responses to information requests, formal correspondence, and supporting documentation, ensuring that all materials are accurate, comprehensive, and defensible under regulatory scrutiny.

  • Conduct regulatory assessments of payment products, payment-flow changes, agent and distributor arrangements, outsourcing activities, and other business initiatives to identify regulatory implications and compliance requirements.

  • Perform regulatory gap analyses and thematic reviews, develop remediation plans, and verify that approved policies, procedures, and internal controls are implemented effectively and operate as intended.

  • Interpret applicable legislation, regulatory guidance, and supervisory expectations to distinguish mandatory obligations from internal risk appetite and translate requirements into practical compliance measures.

  • Monitor changes in European and UK payments regulation, including developments affecting electronic money, payment services, operational resilience, safeguarding, and financial crime compliance.

  • Maintain effective governance documentation and evidence supporting regulatory compliance, ensuring readiness for supervisory reviews, external audits, and ongoing regulatory reporting.

  • Collaborate closely with the Global Chief of Compliance and relevant internal stakeholders to prioritize regulatory initiatives, manage authorization milestones, and strengthen the organization's compliance framework.

  • Contribute regulatory expertise to the development and enhancement of internal policies, controls, and procedures across the e-money and payments business.

Requirements:

  • At least 5 years of professional experience in regulatory compliance, authorization, licensing, policy development, or governance drafting, including a minimum of 3 years working within an EEA or UK-authorized electronic money institution or payment institution.

  • Demonstrated hands-on experience with an e-money or payments authorization framework, such as EEA EMI or Payment Institution authorization under EMD2/PSD2, or the UK Electronic Money Regulations and Payment Services Regulations, including participation in regulatory submissions and supervisory review.

  • Proven ability to personally draft governance and internal control system narratives, regulatory policies, procedures, or safeguarding documentation for an authorization application.

  • Practical experience engaging with a national competent authority or the FCA, including the ability to explain regulatory feedback, supervisory challenges, and how issues were addressed during the authorization process.

  • Strong expertise in safeguarding requirements, including the development or ownership of safeguarding frameworks, fund segregation methodologies, reconciliation processes, evidence management, breach reporting, and audit preparation.

  • Working knowledge of EMD2, PSD2, UK electronic money and payment services regulations, authorization conditions, own funds requirements, agent and distributor arrangements, outsourcing, and wind-down planning.

  • Familiarity with the Digital Operational Resilience Act (DORA), relevant Anti-Money Laundering Directives (AMLD), Financial Action Task Force (FATF) standards, sanctions requirements, outsourcing obligations, and governance expectations.

  • Ability to independently interpret primary legislation and regulatory guidance, assess applicability, and translate legal requirements into clear, actionable internal controls and documentation.

  • Excellent written and spoken professional English, with exceptional drafting skills and the ability to produce clear, precise, and regulator-ready documentation.

  • Strong analytical, organizational, and problem-solving skills, with the ability to manage multiple regulatory workstreams and deliver high-quality work independently.

  • A proactive and detail-oriented approach, with sound judgment, accountability, and confidence working with senior compliance stakeholders in a complex regulatory environment.

  • Residence or professional engagement location within Europe, with availability for at least four hours of overlap with the European working day.

Nice to have:

  • Experience contributing to an authorization application that ultimately resulted in regulatory approval.

  • Experience supporting safeguarding audits, including the remediation of a qualified audit opinion.

  • Experience managing payment-system access or SEPA scheme adherence from a compliance perspective.

  • Familiarity with cryptocurrency regulation, including the Markets in Crypto-Assets Regulation (MiCA) and Crypto-Asset Service Provider (CASP) requirements.

  • Awareness of upcoming regulatory developments, including PSD3, the proposed Payment Services Regulation (PSR), and the transition to the Anti-Money Laundering Authority (AMLA) and Anti-Money Laundering Regulation (AMLR) framework.

  • Relevant professional qualifications, such as the ICA Diploma in Governance, Risk and Compliance (GRC), Certified Anti-Money Laundering Specialist (CAMS), or an equivalent qualification.

Benefits:

  • Fully remote working environment with a high degree of autonomy, flexibility, and minimal micromanagement.

  • Direct collaboration with the Global Chief of Compliance and senior leadership, providing visibility into strategic regulatory decisions.

  • Opportunity to contribute to a diverse regulatory portfolio spanning cryptocurrency services, payment institutions, and electronic money authorizations across European and UK markets.

  • Meaningful professional impact, with regulatory documentation and analysis directly supporting supervisory engagement and authorization outcomes.

  • A self-funded and financially stable business environment focused on sustainable growth rather than external investor pressure.

  • Medical insurance to support employee health and well-being.

  • Dedicated learning and development budget to support continued professional growth and regulatory expertise.

  • Performance-based financial bonus linked to individual and organizational performance.

  • English language classes to support communication and professional development.

  • Regular team-building activities that encourage collaboration and connection across a distributed international workforce.

  • Exposure to a technically sophisticated and rapidly evolving fintech and cryptocurrency environment.

  • The opportunity to join a growing global compliance team where specialist knowledge, independent judgment, and regulatory expertise are valued.

About Jobgether

Industry: Internet Marketplace Platforms

Company size: 11-50 employees

Jobgether is a career navigation platform built for senior professionals competing in the remote job market. Hiring systems were designed for volume and keyword matching, not for 15 or 20 years of nonlinear experience. That structural mismatch is why strong profiles get filtered out before a human ever sees them. Our platform diagnoses where a search is breaking, corrects how experience is positioned, and connects professionals to the companies where their background creates real value. The goal is not more applications. It is the right visibility in the right places. Our mission is to ensure no senior professional remains invisible in the global remote market, not because they lack the skills, but because the system failed to read them correctly.
