Job Description

Deadline Date: Wednesday 21 October 2026 Requirement: Agency Process Framework, Process Development Manager Location: The Hague, NL Full Time On-Site: Yes Time On-Site: 100% Total Scope of the request (hours): 190 Required Start Date: 26 November 2026 End Contract Date: 31 December 2026 Required Security Clearance: NATO SECRET Duties & Role: Provides support to Quality and Risk Management Branch and Chief Quality Office by: Support the establishment of the NCIA Process Framework across NCIA Coordinate process review and optimization session across NCIA Create and maintain dashboard for process performance management Identifies and plans systematic corrective action to reduce errors and improve the quality of the systems and services Evaluates, appraises and identifies non-compliances with organisational standards and determines the underlying reasons for non-compliance Leading complex root cause analysis and process optimizations Define and conduct quality review activities and process audits Create, maintain and manage Microsoft Office Templates Content Management for SharePoint sites under control of CQO Measures and reports on Agency quality metrics and KPIs Performs other duties as required Specific Working Conditions: Mainly work from the office in The Hague (NLD), other flexible arrangements to be punctually agreed with Line Manager. May also be required to travel to other NATO compounds, especially Brussels and SHAPE (Mons, BEL), but also in other NATO countries. Requirements Skills, Knowledge & Experience: The candidate must have a currently active NATO SECRET security clearance Process designing and optimization Process measuring and monitoring (definition of critical success factor, key performance indicators etc..) Knowledge of ISO 9000 family and its application in the organization Conduct quality review activities and process audits Proven experience with modern quality and risk management tools and techniques MS Visio MS Word: template management, document reformatting, Macro knowledge, styles management MS Excel: pivot tables, graphics, data management MS PowerPoint: template management Desired: Advanced knowledge and experience in Workflow automation tools such as SharePoint Designer Customizing Sharepoint sites, pages and layouts and forms including third party forms designer tools (i.e. Infopath) Knowledge of language coding (i.e. Python, React, etc..) SharePoint "Design Privilege" to create Lists, set-up libraries, define and maintain attributes maintain site-pages, content management, etc Administration and customisation of Microsoft SharePoint 2013 and 2019 Visual Basic for Applications (VBA) Microsoft Access

Core Responsibilities

Support the establishment and ongoing improvement of the NCIA Process Framework, including coordinating process reviews, optimizing processes, and managing performance dashboards and quality metrics. Conduct quality reviews and audits, lead root cause analyses, plan corrective actions, and maintain Office templates and SharePoint content.

Requirements

Candidates must hold an active NATO SECRET security clearance and have experience in process design and optimization, performance measurement, ISO 9000, quality reviews, audits, and modern quality and risk management methods. Strong Microsoft Office skills are required; SharePoint customization, workflow automation, coding, VBA, and Microsoft Access are desirable.
