Job Description

Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects. Who we are supporting The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium. The NCIA provides a wide range of services, including: Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats. Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations. Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces. Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks. Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers. Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities. The program Assistance and Advisory Service (AAS) The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V. To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce. Role ID – BICES-0005 Role Background The BICES (Battlefield Information Collection and Exploitation Systems) is an association of independent elements to enable the sharing and exchange of timely intelligence-related information between all NATO member nations, associated partner nations and the NATO organization. BICES capabilities are intended for national, NATO or coalition use, during peace, crisis and war, supporting decision-makers, deployed force commanders and tactical users. The BICES Group Executive (BGX) works as a facilitator maintaining the core network and coordinating the community-wide provision of capabilities and services operated at national/organisational level. BICES offers a number of services to support BICES users using mainly commercial off-the-shelf (COTS), open source but also an in-house developed software. Within BGX, the BICES Support Unit (BSU) is responsible for managing the BICES services across the BICES NATO HQ Element that includes the following CIS functional areas by providing daily operational support: BGX Service Desk, Networking/Communications, Secure Voice & Video telecommunications platforms and Systems/Applications services, SharePoint, Call Manager support. Additionally, the BSU provides general maintenance functions, and quality assurance, and manages customer feedback. The BSU provides support related to IT Incidents, problems and service requests to the BICES NATO HQ Element users. The purpose of this Statement of Work (SOW) is to engage external contractor to staff the BSU. Role Duties and Responsibilities The incumbent must: have a University degree or an equivalent level of qualification in Information and Communications Technology (ICT) or another related discipline; possess minimum 6 years' experience in information, application, technology and system architecture and integration planning, possess at least 3 years of experience in projects on design and implementation/integration of ICT; possess at least 3 years of experience of software/application lifecycle and have extended experience with integration of commercial software into operational CIS; possess at least 3 years of experience in tailoring and integration of IT solutions on business requirements possess at least 3 years of experience in VMware based deployments; possess at least 3 years of experience in IP based network communication systems; demonstrate strong verbal and written communication skills to address both IT and non-IT/ business audiences; possess level V (Advanced) of the English language. Desirable The following will be considered an advantage: knowledge and expertise in applying/tailoring ITIL practices, in particular for service management; ability to motivate and coordinate team members of different expertise to achieve a common goal; experience in CIS governance, policy making and standardisation; experience in programming or adopting software and/or software modules; experience with meta-languages, like XML and HTML; experience in security certification and accreditation for classified CIS within NATO and Multinational programmes; familiarity with the NATO civilian and military structure and responsibilities; familiarity with BIGES systems and procedures; experience in multinational programmes and cooperative developments; experience in the implementation of standards in information services and systems to achieve interoperability. Working Location NATO HQ offices in Brussels, Belgium Working Policy On-site Travel Some travel to other NATO sites may be required Security Clearance Valid National Top Secret or NATO Top Secret personal security clearance

Core Responsibilities

Support the BICES Support Unit in managing and maintaining services across the BICES NATO HQ Element, including networking, secure voice and video platforms, systems, applications, SharePoint, and Call Manager. Provide operational support for IT incidents, problems, and service requests, while contributing to maintenance, quality assurance, and customer feedback management.

Requirements

A university degree or equivalent qualification in ICT or a related discipline is required, along with at least six years of experience in information, application, technology, and systems architecture and integration planning. Candidates must also have relevant experience in ICT project design and integration, software lifecycles, VMware deployments, and IP-based communications, strong communication skills, and advanced English; a valid National or NATO Top Secret clearance is required.
