This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ), Mobility Department (MOBILITY), Rail Infrastructure Division (RAIL), at its headquarters in Luxembourg, an Associate Sector Specialist - Railway Infrastructure*. This is a full-time position at grade 4. The term of this contract will be 3 years. internal benchmark: Associate Sector Engineer Panel interviews are anticipated for November. Purpose Join the EIB's Projects Directorate and contribute, as part of multidisciplinary teams, to the appraisal of railway infrastructure investment projects proposed for EIB financing and to the monitoring of the Bank's railway project portfolio, in accordance with the Bank's standards and procedures. You will join the Rail Infrastructure Division within the Mobility Department of the Projects Directorate and report to the Head of Division. You will work closely with sector and senior executive staff in the Mobility Department, as well as colleagues across other EIB services. The EIB supports the European Union's ambitions for the rail sector, including the completion of a high-performing and interoperable Trans-European Transport Network and the implementation of the European Commission's High-Speed Rail Action Plan. This junior sector expert role will strengthen the Division's capacity to work on technically complex and evolving projects, while providing opportunities to build rail-sector experience under the guidance and mentoring of senior colleagues. Operating Network In this role, you will work closely with professional staff in the Rail Infrastructure Division and Mobility Department, other teams in the Projects Directorate, and colleagues in Lending, Portfolio Management and Monitoring, and Legal Directorates. You will contribute within multidisciplinary project teams throughout the appraisal and monitoring of railway infrastructure operations. You may also participate from time to time in the appraisal of rail rolling stock or other transport projects. You will also engage with firms, organisations, public authorities, European Union institutions, project promoters and other relevant counterparts, including through selected sector events and project-related exchanges. Accountabilities The Following Activities Will Be Carried Out With The Backing And Under The Supervision Of Senior Experts, And Mainly In Support Of Their Work Contribute to assessing the technical, environmental, social, economic and financial viability of railway investment projects and programmes in European Union Member States and other countries in which the Bank operates. Contribute to the physical monitoring of projects financed by the EIB, in close cooperation with other relevant Bank services. Progressively take a more active role in project due diligence, including parts of techno-economic assessments, interactions with project promoters and ownership of defined due-diligence activities. Support the maintenance and development of the Division's unit cost database. Contribute to sector, policy and methodology papers supporting the Bank's sector and lending policies and wider policy work. Support the representation of the EIB at selected sector events and in exchanges with relevant stakeholders. Qualifications University degree (minimum equivalent to a Bachelor degree), preferably in civil or transport engineering, transport economics, or another technical field relevant to the projects handled by the Division. A post-graduate degree at Master’s level or equivalent and/or a combination of Engineering and Finance/Economics/Business studies would be an advantage. At least 3 years of relevant professional experience, preferably in transport infrastructure projects, including railway projects, covering areas such as project planning, engineering or implementation, gained with a public or private project promoter, a rail-industry or construction firm, and/or a technical and management consultancy firm. Strong analytical thinking and the ability to synthesise complex information and communicate clearly and concisely, with attention to detail and the ability to manage multiple tasks under guidance. Knowledge of EU rail policy, railway systems and other technical fields (e.g., rail rolling stock) would be an advantage. Exposure to project procurement, environmental, climate risk vulnerability and social impact assessment, and/or experience of economic and financial modelling, including cost-benefit analysis and risk analysis, would be an advantage. Relevant professional experience in an international or financial institution environment would be an advantage. Excellent knowledge of English and/or French, with a good command of the other (**). (Knowledge of other EU or accession countries languages would be an advantage). Requirements
A bachelor-level university degree is required, preferably in civil or transport engineering, transport economics, or a relevant technical field; a master’s degree or combined engineering and finance, economics, or business studies is an advantage. Candidates need at least three years of relevant professional experience, strong analytical and communication skills, and excellent English and/or French with a good command of the other language.
