The Team In this pivotal role, you’ll join a newly formed, high-performing team of specialists. Reporting directly to the Head of Group Technology Procurement, you’ll have the opportunity to influence strategic decisions and deliver results that matter on a global scale. Roles And Responsibilities The Sourcing Project Manager is responsible for the Source-to-Contract processes and must ensure that the process always runs seamlessly. Responsible for developing the sourcing execution approach. Ensure accomplishment of the source to contract goals by defining needs, researching the market, running sourcing events, vetting suppliers, and negotiating complex contracts. Accountable for global sourcing execution across Technology category. Responsible to manage critical and strategic contracts. As Sourcing Manager, you will drive strategic sourcing initiatives that shape ING’s future. Leading complex, high-value projects, influencing senior stakeholders, and ensuring procurement delivers innovation and measurable impact across the organization. Your Key Responsibilities Include Category Management Identify business needs, category specifications and requirements Advise category managers with the development of category strategies, approaches and improvement areas Project Management Execute complex sourcing initiatives and projects. Communicate and advise senior stakeholders. Manage global projects Lead the Sourcing and Category management experts involved during cross team projects Coach buyers on how to negotiate, make analyses Lead and influence cross-functional teams across regions. Execute functional- , talent- , people- and performance management Perform stakeholder management activities with senior stakeholders by leveraging advanced advisory skills Sourcing Management Providing input for the category managers for business partnering activities, such as establishing stakeholder relationships, managing strategic initiatives, managing business innovations and assessing innovation opportunities Provide input for the category managers during strategic activities, such as defining and managing category & sourcing approaches and strategies. Support category managers with identifying suppliers in scope during supplier segmentations Provide input for the Back Office team with performing KYS checks and onboarding suppliers Support the Procurement Operations team with approving and reviewing vendor master data Provide all information to operational tools during the supplier onboarding process and support contract management with supplier phase-out Responsible for developing the sourcing event and the management of the RFX process. Prepare sourcing documentation and train suppliers, design & issue the RFX and consolidate RFX responses Support category management with proposal negotiations and selecting suppliers Conduct contract negotiations with suppliers. Agree and document terms & conditions and finalize the approved contract Get contract approvals and start onboarding process and content creation. Send the contract to the supplier and retrieve signatures from both parties Provide input for the Leadership team with evaluating available supplier innovations and strategies Function as a senior sourcing SME and possess deep category knowledge to execute complex sourcing initiatives across categories Drive contract and third party risk compliance Vendor Management (strategic suppliers) Perform supplier performance. Collect performance measurements and data. Conduct supplier dialogues Perform product & service quality assessments. Verify the quality of products & services against contractual terms & conditions Strategic challenges One of the key challenges in this role—and across the broader organisation—is transitioning from a business partner model to a category-focused approach. Another - to embed category management practices in close collaboration with local procurement teams, thereby unlocking strategic category opportunities. Work Experience University / Post Graduate (Masters degree) in Computer Science or similar >6 years in Procurement area at tactical/strategic level in an international financial services provider organisation. >2 years experience in actively coaching (functional) procurement colleagues >5 years experience in strategic (and complex) contract sourcing, project management, complex negotiations, transformation and migration programs in the Technology category. Experience in leading and managing large-scale programs for procurement bank, ensuring successful delivery within scope, budget, and timeline. Deep understanding of the banking industry, procurement processes, including regulatory frameworks, compliance requirements, and emerging trends. Proven track record in delivering Procurement Value Experience in leadership and transformation. Competencies Master English business language/communication perfectly (spoken as well as written) Proven track record in delivering Procurement Value Strategic mindset: develop and execute best in class sourcing strategies with involvement of Business stakeholders Experience in stakeholder management Experience in leading and driving large complex RFx, min >5M spend Experience in complex contract negotiations >5M spend Strong project management skills, able to drive global sourcing project across categories. Requirements
Requires a master's degree in computer science or a similar field, more than six years of procurement experience in an international financial services organization, and substantial experience in technology sourcing, complex negotiations, project management, and transformation programs. Candidates should have experience coaching procurement colleagues, leading large-scale global initiatives, managing senior stakeholders, and delivering procurement value, with excellent spoken and written English.
