Job Purpose and primary objectives: Lead complex enterprise IT programs and transformation initiatives from planning through implementation, ensuring alignment with business objectives, regulatory requirements, security controls, delivery commitments, and customer expectations. Provide program governance, stakeholder management, budget oversight, risk and issue management, resource planning, executive reporting, and continuous process improvement across cross-functional and multi-vendor teams. Key responsibilities: • Lead strategic programs and projects using Agile and structured program-governance practices. • Develop integrated programs and project plans covering design, build, testing, data migration, cutover, go-live, and aftercare, as applicable. • Manage scope, schedule, budget, resources, risks, issues, dependencies, and change controls. • Drive executive governance through Program Board, Steering Committee, Executive Committee, and Change Control Board forums. • Prepare program-level status reports, dashboards, KPIs, decision briefs, and stakeholder communications. • Coordinate security, regulatory, cloud, application, infrastructure, and process-improvement workstreams. • Manage resource planning, fulfilment, contractor replacement, team optimization, and business-readiness activities. • Support audit coordination, compliance tracking, document governance, and central program repositories. • Engage business, IT, vendors, and leadership stakeholders to resolve blockers and maintain delivery alignment. • Identify and implement delivery, operational, service-level, and process-improvement initiatives. Supervisory / Managerial: Program leadership role is responsible for coordinating cross-functional teams and workstream leads. The candidate has prior experience managing teams ranging from small project teams to large operational groups. Other responsibilities - Budgets, targets, equipment etc.: Manage program budgets, cost and performance of of KPIs, financial change controls, resource utilization, service-level performance, delivery targets, risk mitigation, and reporting. Support compliance, audit readiness, contractor management, and operational improvement objectives. Must Have Skills/Knowledge: • Program, delivery, and project management. • Enterprise IT transformation and software lifecycle management. • Agile delivery, Scrum, and SAFe principles • Program governance and executive stakeholder management. • Budget, cost, KPI, risk, issue, dependency, and change-control management. • Resource planning, team leadership, and vendor coordination. • IT security, operational risk, and regulatory-program exposure. • Cloud, application, infrastructure, and service-management awareness. • Executive reporting, dashboards, and business-readiness management. • Fluent professional English. Good to Have Skills/Knowledge: • DORA and European regulatory-program exposure. • Cyber security foundations, network and application segmentation, IAM, security logging and monitoring. • Cloud security, CMDB, ServiceNow, Workday, PRISMA, CyberArk, Salesforce, and Power BI exposure. • SAP ERP deployment governance and content-migration programs. • Application maintenance and support, SLA management, and ticket-reduction initiatives. • ITIL, CISM, Lean, Six Sigma, and project-management certifications. • Dutch language capability. Core Responsibilities

Requirements

Requires 15 or more years of relevant experience, with expertise in program and project management, enterprise IT transformation, Agile/Scrum/SAFe, governance, budgets, risk management, resource leadership, and vendor coordination. Candidates should also have exposure to IT security, regulatory programs, cloud, applications, infrastructure, service management, and executive reporting; professional English fluency is required.
