Project Overview The High Potent Secondary Packaging (HPP) Project will convert and expand existing facilities within Building B080 at MSD Haarlem to create a dedicated high-potency secondary packaging facility. The project includes new production and support areas, HVAC systems, utilities, facility infrastructure, and associated building modifications required to support compliant GMP operations. The project is executed by Global Engineering Solutions. Scope of Work The Facility lead will be responsible for the delivery of the facility engineering scope, including Civil, Structural & Architectural (CSA), HVAC, Black Utilities, fire protection, and associated building systems. Responsibilities include: Support development and review of facility concepts, Basis of Design, and detailed design deliverables. Coordinate facility engineering activities across design, procurement, construction, commissioning, qualification, and turnover phases. Review and approve design documents, calculations, technical specifications, and vendor deliverables. Ensure facility designs comply with Dutch regulations, MSD engineering standards, GMP requirements, and EHS expectations. Participate in constructability reviews, risk assessments, PHAs, GMP reviews, and safety assessments. Coordinate facility scope interfaces with process equipment, utilities, automation, digital systems, and site operations. Support commissioning, qualification, turnover, and operational readiness activities for facility systems. Collaborate with project stakeholders, engineering partners, contractors, quality, EHS, operations, and procurement teams. Maintain project documentation within MSD document management systems and support project reporting requirements. General Responsibilities Take ownership of assigned facility workstreams and deliverables. Support timely resolution of technical issues and project risks. Participate in project meetings, design reviews, and site activities as required. Work in accordance with MSD procedures, standards, and ways of working. Out of Scope Change Management ownership. Deviation Lead Investigator responsibilities. SOP ownership, writing, or maintenance. Routine operational support unrelated to the HPP project. Location The role is based primarily at the MSD Haarlem site (3 days per week minimum) with a hybrid working arrangement. Limited travel may be required to support suppliers, design partners, and project activities.

Core Responsibilities

Lead delivery of the facility engineering scope across civil, structural and architectural systems, HVAC, black utilities, fire protection, and related building systems.
