At a glance As Senior Compliance Officer, you will be a member of the Business Compliance team that supports ABN AMRO’s Corporate Banking (CB) client unit. The team provides guidance, advice and challenge on the full range of compliance topics (excluding AML/Financial Crime) and monitors the business’ adherence to the regulatory and policy requirements. The CB Compliance team also has a bank-wide role regarding the Markets Integrity risk theme, covering regulations such as MAD/MAR, MiFIR and EMIR. The available position in the team takes the lead on this ‘Risk Theme Expert’ role for Markets Integrity (primary focus) and contributes to general Business Compliance activities for Corporate Banking. Your job Risk Theme Expert: Develop and maintain Compliance policies and standards related to Market Abuse and Market Transparency. Define and maintain reference controls for Market Abuse and Market Transparency and driving/monitoring implementation via local controls in all relevant entities of the bank. Stay informed on control testing results related to Market Abuse and Market Transparency across the bank and keep line of sight over issues (IMATs) and associated action plans. In cooperation with Business Compliance Officers, establish and maintain regulatory lineage for Market Abuse and Market Transparency, by linking the articles from relevant regulations (e.g. MAR, MiFIR, EMIR) to bank policies, controls, procedures and other measures to substantiate full and effective implementation of the regulations across the bank. Keep abreast of new and changing laws, regulations and other market developments in relation to Market Abuse and Market Transparency. Perform impact assessments to determine impact on the bank and coordinate/monitor required implementation actions. Provide Markets Integrity input into the quarterly Compliance report to the Executive Board and Supervisory Board. Formulate the annual plan for the Compliance Function in relation to Markets Integrity, drive/monitor execution and provide regular progress updates. Perform Expert role for the annual Markets Integrity SIRA. E.g. maintain SIRA risk event library, prepare Markets Integrity Risk Outlook, support for Business Compliance Officers in the execution of the Markets Integrity SIRA and prepare annual bank-wide Markets Integrity SIRA report. Develop and maintain training material for Market Abuse and Market Transparency topics (e.g. eLearns). Work closely with the Trade Surveillance, Personal Account Dealing and Global Control Room teams to ensure relevant Markets Integrity risks are adequately managed via the policies and procedures of these teams. Business Compliance Officer: It is envisaged that this position also performs general business compliance activities for the Corporate Banking / Markets business, such as providing advice and guidance to the business, participating in business projects, risk assessments, control enhancements or product reviews. The relative portion of this part of the role depends on the demands of the Risk Theme Expert role. Working environment The CB Compliance team consists of 12 professionals with a variety of backgrounds, skill sets and nationalities. The team works closely with other teams within the wider Compliance department, including the local Compliance teams in each of the countries where the bank is present. In this role you will interact on a daily basis with a wide variety of stakeholders across the Compliance department and 2nd line parties such as Legal and Risk, as well as relevant business contacts. The role is based in our head offices in Amsterdam (and – temporarily – Amstelveen). ABN AMRO employs hybrid working arrangements, combining working from the office with working from home. Your profile You have strong verbal and written communication skills and are able to interact with various stakeholders. You are good at working with others and at the same time are able to think and act autonomously. You have keen analytical skills enabling you to get to the heart of a problem quickly and draw the appropriate conclusions. Essential requirements: You have a Master’s degree, for example in Business, Law or other relevant field. You have understanding of and working experience in investment services and financial markets. You have strong working knowledge of relevant laws & regulations, including MAD/MAR, MiFIR and EMIR. You have at minimum 8 years work experience, of which at least 3 years in a compliance-relevant position in the financial sector. Ideally as a (2nd line) Compliance Officer or regulator, but compliance-relevant experience can for example also be gained as a banker, consultant, auditor, or legal advisor dealing with relevant compliance topics. You have experience in working with operational risk management processes (e.g. risk assessments, controls design, controls testing). You are fluent in English. Core Responsibilities
Lead the bank-wide Markets Integrity risk theme by developing policies, standards, and controls; tracking implementation and issues; maintaining regulatory lineage; and assessing the impact of regulatory changes. Contribute to reporting, annual planning and risk assessments, training, and general Corporate Banking compliance advice and activities.
Requirements
A master’s degree in Business, Law, or a relevant field is required, along with understanding and experience in investment services and financial markets and strong working knowledge of MAD/MAR, MiFIR, and EMIR. Candidates need at least eight years of work experience, including at least three years in a compliance-relevant financial-sector role, experience with operational risk processes, and fluency in English.
