JOB PURPOSE Guide and direct Project Management Unit in order to ensure effective delivery of services to the Aramco operations and projects located in Aramco Europe’s areas of operation. Support the responsibilities of the Aramco Europe PMT Regional Director by managing the unit and its coordination support on Project Management Teams (PMT) during the full project life cycle from establishment to off boarding. As the main focal points for the PMTs, there is a project control and procurement support role within the unit. JOB REQUIREMENTS Bachelor’s degree as a minimum (Master’s degree is preferable) Wide and deep project management experience providing expert competence (More than 10 years) Experience of planning, managing and organizing resources within short / medium timescales within the overall policy framework (Over 6 years) RESPONSIBILITIES PMT coordination: Being the focal point for all PMT support for PMT members and internal coordination. This includes full project life cycle support from PMT establishment in AOC area of operation to off-boarding of project teams. Project Control: Coordinating project control activities of project teams related to Procurements, Contracting, Finance, IT, HR etc. including AOC commercialization proposals towards the project teams and SAO proponents to project, tax, invoicing and compliance related topics between PMT, AOC, and local authorities. Procurement Support Services: Lead and manage the Purchase Orders’ materials expediting activities, enhance internal procedures and material inspection requirements, and mitigate material delivery constraints . Leadership and Direction: Communicate the local action plan; explain how this relates to the function's strategy and action plan and to the broader organization's mission and vision; motivate people to achieve local business goals. Organizational Capability Building: Use the organization's formal development framework to identify the team's individual development needs. Plan and implement actions to build their capabilities. Provide training or coaching to others throughout the organization in own area of expertise to enable others to improve performance and fulfill personal potential. Performance Management: Develop and propose own performance objectives; take appropriate actions to ensure achievement of agreed objectives, using the organization's performance management systems to improve personal performance. Manage and report on team performance, set appropriate performance objectives for direct reports or project/account team members, and hold people accountable for achieving them while taking appropriate corrective action where necessary to ensure the achievement of team/personal objectives. Budgeting & Control: Track budgets and report variances to more senior colleagues. Comply with tax, financial and operational controls for area of responsibility. Operational Compliance: Ensure that business activities within area of responsibility comply with relevant external regulatory and/or voluntary codes and with internal policies and procedures to minimize business risk and to protect the reputation of the organization. Personal Capability Building: Act as subject matter expert in an area of technology, policy, regulation, or operational management for the team and beyond in the function. Maintain external accreditations and in-depth understanding of current and emerging technologies, external regulation, and business development. TASKS Lead staff members in their daily work and conduct Performance Management Process with direct reports and proactively support the development needs of the area of responsibility Lead and manage the expediting services to PMTs projects (direct/indirect) in Aramco Europe geographical area of operation Manage the selection, development, and engagement of employees within assigned area of responsibility whilst ensuring that the members fit into and will contribute to a high performing team able to deliver high performance and meet all challenges. Mentor and coach employees within the team and organization. Supervise the daily activities in the team to ensure proper functioning of the department regarding operations, planning, resources, and development. Develop and implement policies, standards, and procedures for the Project Management Unit. Be the focal point in coordination for all PMT life cycle activities for PMTs, Aramco Group counterparts, and internal support areas. Set up roles and responsibilities and managing and coordinate activities between Aramco Europe, PMT in Aramco Europe geographical area of operation, and Aramco HQ. Present and explain proposals, reports, and findings to clients. Be COMPANY REPRESENTATIVE for all projects requiring this role that do not have Chapter 8s present and based on PMT request as per: PSCMD.PR.0013.Administrative_Review_Procedure_for_the_Out_of_Kingdom_(OOK)_Actions. Lead the project control function, support and coordinate the establishment of new legal entities required to host projects for the purpose of sponsoring PMT employees, paying taxes, and satisfying the legal requirements. Support Service Authorization, invoicing coordination, possible time recording, and commercial discussions between Aramco Europe and Project Teams. Establish and conduct reports and dashboards on PMTs progress to management at Aramco Europe and Aramco Group Project Management Coordinate administrative and logistic support to PMTs. Conduct visits and meetings to PMTs and progress meetings to monitor the progress of the OOK Projects, including orientation and alignment meetings with PMTs to support their project management needs External Contacts: Regular contact with third parties, local authorities, senior PMT assignees and relevant Saudi Aramco departments. Internal Contacts: Daily contact with team to discuss progress, status, issues, solutions, recommendations, etc. Daily contact with line manager Regular contact with TSD employees, E&PM organization and other internal organizations including Finance, HR and IT. Frequent contact with internal organizations including Finance, HR and IT Regular contact within TSD organization and relevant internal stakeholders, HR, IT, Finance etc.

Core Responsibilities

Lead the Project Management Unit and coordinate support for project teams throughout the full project lifecycle, including project controls, procurement, materials expediting, administrative support, and coordination with internal and external stakeholders. Manage team performance and development, establish unit policies and procedures, oversee project reporting and budget controls, and support commercial, legal, tax, and compliance requirements.

Requirements

A bachelor's degree is the minimum requirement, with a master's degree preferred. Candidates should have more than 10 years of deep project management experience and over 6 years of experience planning, managing, and organizing resources within short- and medium-term timeframes.
