UL Solutions is seeking a highly motivated and experienced Program Owner, EU Battery Regulation & Digital Product Passport (DPP) to lead the development, implementation, and growth of our Battery Regulation conformity assessment and Digital Product Passport verification services in Europe.

This role offers a unique opportunity to influence how battery manufacturers demonstrate sustainability, circularity, carbon footprint performance, recycled content, responsible sourcing, and regulatory compliance across global supply chains.

Responsibilities

Program Leadership

• Serve as the global program owner for UL's EU Battery Regulation services.
• Define and maintain the strategic roadmap for Battery Regulation services.
• Act as the primary internal subject matter leader for Regulation (EU) 2023/1542 implementation.
• Establish governance, KPIs, and operational oversight for the program.

Scheme Development & Ownership

• Develop and maintain Battery Regulation certification schemes, procedures, work instructions, assessment forms, and supporting documentation.
• Ensure program requirements remain aligned with evolving EU legislation, delegated acts, implementing acts, harmonized standards, and accreditation expectations.
• Own the lifecycle management of program documentation and technical requirements.

Notified Body & Accreditation Readiness

• Lead activities supporting accreditation and Notified Body designation efforts.
• Coordinate with accreditation bodies, notifying authorities, quality teams, and technical experts.
• Develop competency frameworks, qualification criteria, and technical training programs.
• Support internal audits, management reviews, witness assessments, and accreditation assessments.

Digital Product Passport (DPP) Verification Services

• Lead development of UL's Battery Digital Product Passport verification offerings.
• Define assessment methodologies related to: 
  • DPP data completeness
  • Data integrity and consistency
  • Identifier and data-carrier verification
  • Access-right validation
  • Interoperability requirements
• Monitor emerging regulatory developments impacting DPP verification services. 

Operations & Service Delivery

• Support launch and operational execution of Battery Regulation assessment services.
• Ensure consistent application of certification and verification processes.
• Work with certification, engineering, laboratory, and audit resources to support project execution.
• Resolve technical and operational issues impacting service delivery.
   

Regulatory & Industry Engagement

• Monitor developments within the EU Battery Regulation ecosystem.
• Engage with industry associations, regulators, accreditation bodies, standards organizations, and other stakeholders.
• Represent UL Solutions in industry forums and working groups as appropriate.
   

Commercial Development

• Support business development teams with customer engagement activities.
• Develop service descriptions, technical positioning, training content, and customer guidance.
• Identify market opportunities for new Battery Regulation and DPP verification services.
• Support revenue growth objectives and strategic market expansion.

Qualifications

• Bachelor’s degree in Engineering, Environmental Science, Chemistry, Materials Science, Regulatory Affairs, Quality Management, or a related discipline.
• Minimum 5 years of experience in certification, conformity assessment, product compliance, quality systems, testing, inspection, or regulatory affairs.
• Experience with Regulation (EU) 2023/1542 (Battery Regulation).
• Experience supporting accreditation or Notified Body activities.
• Familiarity with ISO/IEC 17065, ISO/IEC 17020, ISO/IEC 17025, and accreditation processes.
• You’ll possess knowledge of Recyclability Content / Carbon Footprint (Battery Regulation) and Due Diligence (DPP)
• Strong knowledge of European regulatory frameworks and conformity assessment principles.
• Experience developing or managing certification schemes, programs, or assessment services.
• Excellent communication and stakeholder management skills.
• Ability to work effectively in a global and cross-functional environment.
