Job Description

HR Analyst – Local Agents - based in Luxembourg. This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Human Resources Directorate (HR), Analytics, Remuneration & Employees Services Department (ARES), Global Rewards and Planning Division (GRP), Overseas Remuneration Unit (OR) at its headquarters in Luxembourg, an HR Analyst – Employment & Rewards*. This is a full-time temporary position at grade 4. The term of this contract will be 15/12/2027. internal benchmark Associate Officer Human Resources Panel interviews are anticipated for November/December Purpose You will coordinate and deliver HR processes, payroll and benefits, employment matters for local agents in designated External Offices, including liaison with external payroll and legal providers, in order to ensure timely, accurate, compliant and high-quality HR services across locations. Operating Network You will report to the Head of Overseas Remuneration Unit. You will act as Country Officer for a portfolio of External Offices, coordinating the delivery of HR services for local agents throughout the employment lifecycle. The role involves managing complex and sensitive employment, remuneration, payroll, benefits, contractual and service-provider matters across different national legal and regulatory environments, while ensuring consistency with the Bank’s internal policies and controls. Accountabilities Act as Country Officer for the designated External Offices. Ensure that all HR related processes for the respective locations (eg. recruitment, employment matters, payroll administration, time management, system updates, procurement etc) are seamlessly followed. Review and reconcile monthly payroll and benefits outputs prepared by the local payroll providers, investigate discrepancies and coordinate corrective action to support accurate and timely payment. Prepare proposed amendments to employment documents, coordinate their legal review and execution, and maintain complete records in accordance with applicable requirements. Monitor the application of the remuneration framework against EIB regulations and with applicable law and regulations, by consulting the local legal providers and HR lawyers as needed. Contribute to the selection and procurement of local service providers that assist the Bank on local agents’ payroll management, legal services, as well as health and pension insurance schemes for local agents. Act as the operational relationship contact for designated local service providers, monitor service delivery against contractual obligations and service level agreements, and ensure the timely renewal, amendment and procurement of related contracts. Act as the primary contact for local agents in the respective allocated offices on HR matters, such as remuneration, benefits and contractual terms and conditions. Provide answers and prepare certificates requested by the local agents in the respective allocated offices. Maintain close collaboration with the respective Heads of Office & relevant Business Partners as appropriate on all these topics. Liaise with the colleagues in the Unit and the Head of Unit to ensure a coherent and uniform response and approach to solutions. Update local agents’ data & documents in internal systems as needed. Prepare briefings and preliminary analyses on specific cases to be submitted for review to the management. Interact with the HR Systems team to ensure appropriate development and maintenance of the IT systems to improve the administration of local agents. Contribute to the development, harmonisation and continuous improvement of policies, procedures and administrative frameworks relating to local agents and external office staff. Monitor legislative, regulatory and market developments in the countries under responsibility and assess their impact on the Bank's employment and remuneration framework. Support recruitment and onboarding processes for local agents, ensuring compliance with internal procedures and local legal requirements. Participate in cross-functional projects and initiatives aimed at improving HR processes, controls and systems. Ensure appropriate record-keeping and documentation in line with Bank policies, audit requirements and applicable data protection obligations. Qualifications University degree (minimum and equivalent to a Bachelor) preferably in Human Resources, Law, Business Administration, Economics, Public Administration or a related discipline. Minimum 3 years of relevant professional experience, ideally in human resources, employment administration, remuneration, payroll, procurement, legal services or a related field. Good knowledge of HR policies and practices and an understanding of employment and contractual matters. Experience in an international and multicultural environment would be an advantage. Experience in managing external service providers and procurement-related activities would be considered an asset. Knowledge of Business Objects, PeopleSoft, Oracle HCM or similar HR information systems would be considered an advantage. Excellent knowledge of English and/or French (***) with a good command of the other. Knowledge of other EU languages would be an advantage.
