Summary Location: Netherlands Work mode: Onshore (site-based, with presence on onshore and nearshore installation sites) Contract type: Contract Start date: As soon as possible Compensation: Competitive Travel: Regular travel to onshore and nearshore installation sites in the Netherlands Right to work / visa: Must be eligible to work in the Netherlands Driving licence: Valid driving licence required Project reference: Site HSE - onshore and nearshore installation, Netherlands offshore wind project Client: Confidential - major contractor on a Netherlands offshore wind project About the client Our client is a major international contractor delivering the installation of a large-scale offshore wind project in the Netherlands, covering onshore and nearshore works. The project operates to a rigorous Health, Safety and Environment management system and to Dutch regulatory requirements, with safety performance central to delivery across the client's own teams, suppliers and subcontractors. Project scope The role sits within the project HSE organisation for the onshore and nearshore installation scope of a Netherlands offshore wind project. It exists to strengthen day-to-day HSE supervision at construction site level as the works progress, ensuring that the client's HSE management system, contractual requirements and the Dutch regulatory framework are applied consistently across all site activities. Originally scoped as part-time support, the assignment is now a full-time engagement reflecting the growing HSE demands of the installation phase, initially for six months and with a strong likelihood of extension well beyond two years as the project develops. Role overview The Site HSE Manager supervises HSE activities and documentation across the onshore and nearshore installation works, ensuring compliance with the client's HSE management system, client and contractual requirements, and the local regulatory framework. Reporting line: Reports to the Project HSE Manager; works closely with client and subcontractor site teams across the installation scope. Key responsibilities Site HSE compliance and supervision Supervise HSE activities and documentation across onshore and nearshore installation works, ensuring compliance with the client's HSE management system, client and contractual requirements. Ensure all site HSE activities are carried out in accordance with applicable Dutch laws and regulations, client requirements and the client's HSE management system. Control client and subcontractor site activities, ensuring compliance with the Project HSE Plan and the local regulatory framework. Risk, incidents and audits Assist the Project HSE Manager in the risk management process, including design and detailed HAZID. Facilitate accident and incident investigations, analyse statistics, identify trends and suggest site-level improvement plans. Conduct HSE inspections and audits of subcontractors, produce the related reports and follow up on the outcomes. Training, monitoring and reporting Develop and deliver project safety training and inductions, and support the client's behavioural safety initiatives, including suppliers and subcontractors. Monitor, evaluate and analyse the effectiveness of the HSE Plans and propose improvement actions. Collect Safety Observation Cards and monitor their follow-up. Collect the required HSE KPIs and report them to the Project HSE Manager. Ensure proper waste management, including segregation, collection and reporting. Key deliverables Site HSE compliance maintained across onshore and nearshore installation works, aligned with the client's HSE management system and Dutch regulations. Subcontractor inspections and audits completed, with reports issued and findings closed out. Accident and incident investigations conducted, with trends analysed and improvement plans implemented. HSE KPIs and Safety Observation Cards collected, monitored and reported to the Project HSE Manager. Project safety training and inductions delivered to site personnel, suppliers and subcontractors. Requirements Education Technical degree in engineering, or equivalent relevant qualification. Experience Must-have: Proven health and safety experience and behavioural standards on projects in the energy or construction sectors. Recognised professional health and safety qualification (e.g. NEBOSH) at a level commensurate with the criticality of the role. Knowledge of the ISO 45001 and ISO 14001 series standards. Nice-to-have: Lead auditor qualification for ISO 45001 and/or ISO 14001. Knowledge of Dutch HSE legislation. Certifications Recognised professional H&S qualification (NEBOSH or equivalent). ISO 45001 / ISO 14001 lead auditor certification (advantageous). Technical skills HSE management systems and site-level HSE supervision. Risk management (HAZID), incident investigation and trend analysis. HSE inspections, audits and KPI reporting; high PC literacy. Soft skills Strong leadership with a genuine team-player attitude. People management, influencing and organisational skills. Rigour and a proactive, improvement-focused mindset. Fluent English; Dutch an advantage.

They facilitate risk management, conduct site audits, lead incident investigations, and deliver safety training to project personnel and subcontractors.

Requirements

Candidates must possess a technical degree in engineering or an equivalent qualification along with proven health and safety experience in the energy or construction sectors. A recognised professional health and safety qualification such as NEBOSH is required, and knowledge of ISO 45001 and ISO 14001 standards is essential.
