Did funds reach intended recipients? VERAS is the standard for independently assuring the evidence. VERAS, the Verified Expenditure and Recipient Assurance Standard, is an integrity standard applied at the registry level, not the organisation. What VERAS is Billions in public funds and aid are paid out every year to recipients no one independently verifies. VERAS is the open standard built to close that gap. It defines how to measure the disbursement integrity of government payrolls, humanitarian cash transfers, and development beneficiary registries against 21 indicators across 7 domains, producing a single A-to-D grade. The methodology is the same across all three; the reasons institutions use it differ. That a grade is comparable across institutions and over time is a property of one shared methodology, not the purpose of the standard. Who it is for VERAS is built for finance ministries, humanitarian organisations, and development institutions that need to show that public money and aid reach real people. Donors use it because one published methodology lets them read integrity the same way across very different institutions. The standard is open, vendor-neutral, and governed by an independent Dutch foundation. Grades are issued by independent assessors against a single published methodology, regardless of which platform was used to gather the underlying evidence. The first assessor cohort and v1.0 of the standard are being put in place now.
