Non-Key Expert – Gender, Human Rights & Civil Society NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.” The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders. The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region and, on a case-by-case basis, Timor-Leste. In this context, NTU International is seeking a qualified Non-Key Expert – Gender, Human Rights & Civil Society to support technical assistance assignments related to gender equality, human rights, social inclusion, civil society participation and stakeholder engagement. Qualifications and Skills: University degree, preferably at postgraduate level, in a field relevant to the assignment, such as gender studies, human rights, social sciences, development studies, political science, sociology, law, or another related discipline. Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context. Strong knowledge of gender equality, human rights, civil society and/or social inclusion, preferably contextualised to Papua New Guinea and the Pacific region. Ability to work independently and effectively within multidisciplinary and multicultural teams. Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas. General Professional Experience: Minimum 6 years of professional experience working in developing countries in gender equality, human rights, civil society, social inclusion and/or other relevant fields. Specific Professional Experience: Gender equality and gender mainstreaming. Women’s empowerment and women’s rights. Human rights and rights-based approaches to development. Civil society strengthening and engagement. Social inclusion and reduction of inequalities. Stakeholder consultation and participatory processes. Institutional strengthening and capacity building. Policy dialogue involving public authorities and civil society. Gender and social analysis, assessments and action plans. Monitoring and evaluation of gender, human rights and civil society programmes. Mainstreaming gender, human rights and inclusion considerations across development programmes. Assets: Professional experience in Papua New Guinea and/or the Pacific region. Experience in other developing-country contexts. Knowledge and experience in at least one EU-funded project. Experience working with government institutions, civil society organisations, community-based organisations, development partners and local communities. Familiarity with the social, cultural, gender equality and human rights context of Pacific Island Countries and remote communities. Requirements

Candidates must hold a university degree, preferably at the postgraduate level, in a relevant field such as gender studies, human rights, or development studies. A minimum of 6 years of professional experience in developing countries within the specified sectors is required, along with excellent English communication skills.
