Job Description

Non-Key Expert – Transport NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.” The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders. The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region. In this context, NTU International is seeking a qualified Non-Key Expert – Transport to support technical assistance assignments related to transport infrastructure, sustainable mobility, connectivity, transport sector development and climate-resilient infrastructure. Qualifications and Skills: University degree, preferably at postgraduate level, in a field relevant to the assignment, such as transport engineering, civil engineering, transport planning, infrastructure engineering, logistics, or another related discipline. Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context. Strong knowledge of the transport sector, preferably contextualised to Papua New Guinea and the Pacific region. Ability to work independently and effectively within multidisciplinary and multicultural teams. Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas. General Professional Experience: Minimum 6 years of professional experience working in developing countries in transport, infrastructure, mobility, connectivity and/or other relevant fields. Specific Professional Experience: Transport infrastructure planning and development. Roads, highways and bridge infrastructure. Maritime transport, ports and inter-island connectivity. Aviation and airport infrastructure. Rural and urban mobility. Freight transport, logistics and multimodal connectivity. Transport infrastructure feasibility studies and project preparation. Infrastructure maintenance and asset management. Road safety and transport safety. Sustainable and low-carbon transport. Climate-resilient transport infrastructure and disaster risk reduction. Transport policy, regulation and institutional strengthening. Monitoring and evaluation of transport and infrastructure programmes. Assets: Professional experience in Papua New Guinea and/or the Pacific region. Experience in other developing-country contexts. Knowledge and experience in at least one EU-funded project. Experience working with government institutions, transport authorities, infrastructure operators, private sector actors, development partners and local communities. Knowledge of the particular transport and connectivity challenges affecting Pacific Island Countries, Small Island Developing States and remote communities. Core Responsibilities

The expert will provide technical assistance to the EU Delegation to the Pacific for the programming, implementation, and monitoring of transport-related development operations. They will also support coordination and dialogue with partner-country institutions and stakeholders regarding transport infrastructure and sustainable mobility.

Requirements

Candidates must hold a university degree in a relevant field and possess at least 6 years of professional experience in transport or infrastructure in developing countries. Excellent communication skills and the ability to work in multicultural teams are essential for this role.
