Job Description

Non-Key Expert – Water, Sanitation & Hygiene (WASH) NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.” The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders. The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region and, on a case-by-case basis, Timor-Leste. In this context, NTU International is seeking a qualified Non-Key Expert – Water, Sanitation & Hygiene (WASH) to support technical assistance assignments related to water supply, sanitation, hygiene, water resource management and the development of sustainable and climate-resilient WASH services. Qualifications and Skills: University degree, preferably at postgraduate level, in a field relevant to the assignment, such as water engineering, civil engineering, environmental engineering, water resources management, public health, environmental sciences, or another related discipline. Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context. Strong knowledge of the water, sanitation and hygiene sector, preferably contextualised to Papua New Guinea and the Pacific region. Ability to work independently and effectively within multidisciplinary and multicultural teams. Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas. General Professional Experience: Minimum 6 years of professional experience working in developing countries in water, sanitation, hygiene, water resources and/or other relevant WASH fields. Specific Professional Experience: Water supply infrastructure and service delivery. Rural and urban water supply systems. Sanitation infrastructure and services. Hygiene promotion and behaviour-change initiatives. WASH sector planning, policy and governance. Water resources management and water security. WASH infrastructure feasibility studies and project preparation. Climate-resilient water and sanitation infrastructure. WASH services for rural, remote and underserved communities. Institutional strengthening and capacity building of utilities, authorities and service providers. Monitoring and evaluation of WASH programmes and investments. Assets: Professional experience in Papua New Guinea and/or the Pacific region. Experience in other developing-country contexts. Knowledge and experience in at least one EU-funded project. Experience working with government institutions, water authorities, utilities, local governments, civil society organisations, communities and development partners. Familiarity with the specific water security, sanitation, climate resilience and service-delivery challenges of Pacific Island Countries and remote communities. Core Responsibilities

The expert will provide technical assistance for EU-funded WASH projects, including water supply, sanitation, and climate-resilient service development. They will also support coordination with partner-country institutions and stakeholders to facilitate project implementation, monitoring, and evaluation.

Requirements

Candidates must hold a university degree in a relevant field such as engineering or public health and possess at least 6 years of professional experience in developing countries. Excellent English communication skills and the ability to work in multicultural, remote environments are required.
