Non-Key Expert – Rule of Law NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.” The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders. The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region and, on a case-by-case basis, Timor-Leste. In this context, NTU International is seeking a qualified Non-Key Expert – Rule of Law to support technical assistance assignments related to rule of law, justice sector reform, access to justice, institutional strengthening and good governance. Qualifications and Skills: University degree, preferably at postgraduate level, in a field relevant to the assignment, such as law, human rights, political science, public administration, governance, international relations, or another related discipline. Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context. Strong knowledge of rule of law, justice sector reform, legal and institutional frameworks and/or governance, preferably contextualised to Papua New Guinea and the Pacific region. Ability to work independently and effectively within multidisciplinary and multicultural teams. Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas. General Professional Experience: Minimum 6 years of professional experience working in developing countries in rule of law, justice sector reform, legal and institutional reform, governance and/or other relevant fields. Specific Professional Experience: Rule of law and justice sector reform. Access to justice and legal empowerment. Judicial and institutional strengthening. Legal and regulatory reform. Justice sector policy and strategic planning. Judicial governance, integrity and accountability. Human rights and rights-based approaches. Capacity building of justice and public institutions. Stakeholder consultation and civil society engagement. Programming, implementation, monitoring and/or evaluation of rule of law, justice and governance programmes. Assets: Professional experience in Papua New Guinea and/or the Pacific region. Experience in other developing-country contexts. Knowledge and experience in at least one EU-funded project. Experience working with ministries, judicial institutions, courts, law enforcement or other justice-sector institutions, civil society organisations and development partners. Familiarity with the legal, institutional and governance context of Pacific Island Countries, including challenges related to access to justice in remote communities. Core Responsibilities

Requirements

Requires a postgraduate degree in law, political science, or a related field and a minimum of 6 years of professional experience in developing countries. Candidates must possess strong knowledge of justice sector reform and excellent English communication skills.
