Job Description
Non-Key Expert – Trade & Business Climate NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.” The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders. The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region and, on a case-by-case basis, Timor-Leste. In this context, NTU International is seeking a qualified Non-Key Expert – Trade & Business Climate to support technical assistance assignments related to trade development, investment climate, private sector development, business environment reforms and regional economic integration. Qualifications and Skills: University degree, preferably at postgraduate level, in a field relevant to the assignment, such as economics, international trade, business administration, development economics, finance, public policy, or another related discipline. Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context. Strong knowledge of trade, business climate, investment and/or private sector development, preferably contextualised to Papua New Guinea and the Pacific region. Ability to work independently and effectively within multidisciplinary and multicultural teams. Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas. General Professional Experience: Minimum 6 years of professional experience working in developing countries in trade, business climate, private sector development, investment and/or other relevant fields. Specific Professional Experience: Trade policy and trade development. Trade facilitation and market access. Business environment and investment climate reforms. Private sector development. SME and entrepreneurship development. Investment promotion and facilitation. Regional economic integration. Value chain and market analysis. Business regulatory and institutional reform. Public-private dialogue and stakeholder engagement. Institutional strengthening and capacity building. Programming, implementation, monitoring and/or evaluation of trade and private sector development programmes. Assets: Professional experience in Papua New Guinea and/or the Pacific region. Experience in other developing-country contexts. Knowledge and experience in at least one EU-funded project. Experience working with government institutions, trade and investment agencies, private sector organisations, chambers of commerce, business associations, development partners and other relevant stakeholders. Familiarity with the specific trade, connectivity, market-access and private sector development challenges of Pacific Island Countries and Small Island Developing States. Requirements
Candidates must hold a postgraduate degree in a relevant field and possess at least 6 years of professional experience in developing countries. Strong expertise in trade policy, business environment reform, and institutional capacity building is required, along with excellent English communication skills.
