Job Description

Non-Key Expert – Public Finance Management (including Gender-Responsive Budgeting) NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.” The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders. The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region and, on a case-by-case basis, Timor-Leste. In this context, NTU International is seeking a qualified Non-Key Expert – Public Finance Management (including Gender-Responsive Budgeting) to support technical assistance assignments related to public finance management reforms, public budgeting and expenditure management, fiscal governance, and the integration of gender equality considerations into public financial management systems. Qualifications and Skills: University degree, preferably at postgraduate level, in a field relevant to the assignment, such as economics, public finance, finance, public administration, accounting, development economics, gender and development, or another related discipline. Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context. Strong knowledge of Public Finance Management, preferably contextualised to Papua New Guinea and the Pacific region. Knowledge of gender-responsive budgeting and/or gender mainstreaming within public finance systems is highly relevant to this profile. Ability to work independently and effectively within multidisciplinary and multicultural teams. Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas. General Professional Experience: Minimum 6 years of professional experience working in developing countries in Public Finance Management, public budgeting, fiscal governance, public sector reform and/or other relevant fields. Specific Professional Experience: Public Finance Management reforms and PFM assessments. Budget preparation, execution, monitoring and reporting. Medium-Term Expenditure Frameworks and programme-based budgeting. Public expenditure analysis and expenditure reviews. Gender-responsive budgeting and gender budget analysis. Integration of gender equality into public planning and budgeting processes. Fiscal transparency, accountability and public financial governance. Public sector financial management and institutional reform. Capacity building of ministries of finance, line ministries and other public institutions. Monitoring and evaluation of PFM and public sector reform programmes. Assets: Professional experience in Papua New Guinea and/or the Pacific region. Experience in other developing-country contexts. Knowledge and experience in at least one EU-funded project. Practical experience in gender-responsive budgeting, including gender budget analysis, gender-responsive planning, expenditure tracking and/or institutional capacity building. Experience working with ministries of finance, line ministries, public financial institutions, development partners and civil society organisations. Familiarity with the public finance and institutional context of Pacific Island Countries. Language Requirements: Excellent written and spoken English is required. Core Responsibilities

Provide technical assistance to the EU Delegation for the programming, implementation, and monitoring of development cooperation operations in the Pacific. Support partner-country institutions in public finance management reforms, fiscal governance, and the integration of gender-responsive budgeting.

Requirements

Requires a university degree, preferably at the postgraduate level, in economics, finance, public administration, or a related field. Candidates must have at least 6 years of professional experience in public finance management and public sector reform in developing countries.
