Job Description

Relocation to the United States — Norfolk, Virginia. We provide the NATO-5 visa.

A multinational defence organisation decides between capability options worth a great deal of money. This role runs the operational analysis behind those decisions: the assessments, the comparisons and the evidence package that goes with them.

What you would be doing

  • Course of action analysis using operations research methods in support of capability development.
  • Planning and running research to establish qualitative and quantitative assessments of operational effectiveness, and cost-effectiveness analysis.
  • Engaging research entities and industry to establish the impact of the alternatives.
  • Supporting requests for information and surveys to nations, non-governmental organisations and industry.
  • Analysing the impact of individual and aggregated risks and proposing how to manage them.
  • Reviewing cost and schedule estimates produced by others for quality and supporting evidence.
  • Documenting comparative assessments of cost, risk, schedule and effectiveness to inform programme decisions.
  • Producing decision briefs that explain the rationale, and briefing decision-makers on them.
  • Writing the analysis reports that form part of the capability programme evidence package.
  • Travelling to meetings and conferences up to about sixty days a year.

What you would bring

  • A bachelor degree in operations research, mathematics, computer science, physics, engineering or an equivalent quantitative subject — or five or more years leading operational analysis studies.
  • At least two examples in the last ten years, three years combined, of military operations research or operational analysis.
  • Experience designing and facilitating structured stakeholder sessions to draw out objectives, assumptions, measures and risks.
  • Recent experience scoping problems for study and developing the analysis approach.
  • Experience building data collection and analysis plans with measures of effectiveness and performance.
  • Experience assessing and communicating uncertainty and risk on capability and acquisition decisions.
  • Experience producing or working with cost and schedule estimates and their methodologies.
  • Experience in a strategic or operational military command, or a multinational organisation.
  • Fluent professional English.

This is a long engagement that renews year on year, not a short project.

Core Responsibilities

The role involves conducting operational analysis, cost-effectiveness studies, and risk assessments to support capability development decisions for a multinational defense organization. You will be responsible for producing evidence-based reports and briefing decision-makers on complex capability programs.

Requirements

Candidates must hold a bachelor's degree in a quantitative field or possess over five years of experience leading operational analysis studies. Proven experience in military operations research, stakeholder facilitation, and communicating risk in acquisition decisions is required.
